Licensing conditions establish organizational, technological, regime and special requirements for the conduct of economic activity specified in the title of the order. Formation of cases on licensing of the specified types of economic activity is carried out by department of permitting system of Main management of administrative service of militia of the Ministry of Internal Affairs of Ukraine, departments, branches, groups of permitting system of managements of administrative service of militia of GUMVD of Ukraine in the Autonomous Republic of Crimea, Kiev and Kiev area. Sevastopol. The license conditions contain general requirements for the premises where the specified economic activity is carried out, requirements for carrying out such economic activity, a list of special requirements.

About the statement of the Instruction on registration of materials on administrative offenses
In order to comply with the requirements of the Code of Ukraine on Administrative Offenses (80731-10, 80732-10), and in order to comply with the law in administrative proceedings, increase the efficiency of administrative law enforcement practice in law enforcement agencies ORDER:
1. To approve the Instruction on registration of materials on administrative offenses which is applied.
2. To chiefs of GUMVD of Ukraine in the Autonomous Republic of Crimea, the city of Kiev and the Kiev area, departments of the Ministry of Internal Affairs of Ukraine in areas, the city of Sevastopol and on transport:
2.1. The organization of administrative and law enforcement activities of bodies and subdivisions of internal affairs shall be assigned to the heads of structural subdivisions of the GUMVD, UMVD, UMVST, deputy chiefs of GUMVD, UMVD, UMVST - chiefs of public security police and curators of relevant subdivisions. In this regard, within a month from the entry into force of this order to make changes to their functional.
2.2. To oblige the heads of the city district bodies of internal affairs to carry out a monthly analysis of legality during administrative proceedings, to promptly take measures to eliminate the identified shortcomings and violations. Make these managers personally responsible for the compliance of subordinate personnel with the requirements of current legislation.
2.3. In each city district body to include in the functional responsibilities of one of the employees of public security police responsibility for the state of administrative and penal practice.
2.4. To provide the city district bodies of internal affairs with the forms and magazines provided by the Instruction approved by this order.
2.5. In the first quarter of 2001, in each city district body to hold practical classes with heads of departments and employees engaged in administrative proceedings on improving and strengthening the rule of law in law enforcement.
3. To consider as invalid the order of the Ministry of Internal Affairs of Ukraine of June 6, 1991 N 254.
4. Control over the execution of the order shall be assigned to Deputy Minister Lieutenant General of Police OV Kharlamov. and the General Staff (VA Zubchuk) of the Ministry of Internal Affairs of Ukraine.
5. Order to announce to the personnel of bodies and divisions of internal affairs of Ukraine.
